Pay subsidies

Salary support is financial support for the employer for the wage costs of an unemployed job seeker. Financial support can be granted to employers if the person to be hired is unemployed or the person's disability or illness makes it difficult to find employment on the open labor market. Wage support is granted if the valid conditions are met and within the budget. 

The 2025 employment appropriations for wage support have been used, so it is not possible to grant support. The next time the allocation situation will be reviewed in August 2025 and the situation will be announced on the employment area's website and social media channels.

The purpose of subsidized work is to promote the employment of an unemployed jobseeker in the open labor market and to improve his professional skills. Wage support also promotes the opportunities of those with reduced work ability and those who have reached the age of 60 and have been unemployed for a long time to get a job and participate in working life. Support is granted and paid to the employer, but its granting is always based on the unemployed job seeker's need for services.

Wage support can be granted

  • for an indefinite full-time employment relationship
  • to a temporary full-time employment relationship
  • for apprenticeship training
  • to a part-time employment relationship, if the support grantor considers the support appropriate and the support promotes the job seeker's chances of employment.

We evaluate whether wage support is the most appropriate way to promote the employment of an unemployed job seeker. Duration and amount of each support period. Information about wage support is recorded in the unemployed jobseeker's employment plan.

The length of the wage subsidy period is affected, for example, by the duration of unemployment of the hired person and the effect of reduced work ability on work performance. Support is usually granted for five or ten months. Support is granted for a maximum of the duration of the employment relationship. Support can be granted for hiring a long-term unemployed person who has reached the age of 60 for a maximum of 24 months at a time.

The amount of the wage subsidy is usually 50 percent of the wage costs incurred by the employee. The amount of support granted for hiring the able-bodied at a reduced rate is 70 percent of salary costs. For an association, foundation or registered religious community, the amount of support can be 100 percent of salary costs. 

Wage support can be applied for by a company, municipality, joint municipality or welfare area or other entity, such as an association, foundation, registered religious community or congregation.

Support cannot be granted for an employment relationship that has already started before the decision to grant support has been made. The exception to this is the granting of a new support period, when the period starts immediately after the end of the previous support period.

As an employer, you undertake to pay an employee hired with support at least the salary according to the collective agreement applicable to the employment relationship, or a standard and reasonable salary if there is no applicable collective agreement. Wage support is not granted if the salary of the person hired with the support is determined solely based on the result of the work.

Support will not be granted if

  • the support distorts competition in relation to others offering the same products or services
  • the employer has essentially neglected his obligation to pay wages or his obligations to pay taxes or statutory payments
  • the organization you represent is a company in difficulty as referred to in the EU's general block exemption regulation for state aid or it is subject to an unpaid recovery order based on a decision of the European Commission, in which the aid has been declared illegal or unsuitable for the internal market.

It is possible to receive support regardless of dismissals or layoffs, when the number of employed employees at the time of applying for wage support is at least as large as the number of employees at the time of dismissal or layoff. The support must not weaken the position of your employees.

If the person employed with support transfers to another employer during the wage subsidy period due to the transfer of the business, the merger or division of the company, or the merger of the companies, the wage subsidy can be granted to the employer receiving the employee for the period that is left of the duration of the wage subsidy period granted to the transferring employer. The receiving employer must submit an application for wage support to the labor authority within one month of the transfer of the person employed with the support to the service of the transferee or the receiving community.

Apply for support well in advance of starting the employment relationship. The employment relationship can only start when a decision on support has been made.

If you apply for an extension of the wage subsidy, submit an extension application before the start of the new subsidy period. The employment relationship must continue immediately after the end of the previous support period.

The granted wage subsidy is paid in retrospect so that the payment period includes the wage payment periods that ended during one calendar month. You can apply for payment support for several payment periods. However, support is paid in payment periods.

Submit the payment application to us within three months of the end of the calendar month during which the last payment period included in the support period ends. The support period is the period specified in the decision as the duration of the support.

Apply for support and its payment using an electronic form In the electronic transaction service of the job market. Log in to the transaction service with your personal bank identifier, mobile certificate or certificate card.

Fill out the application in the transaction service and add the necessary attachments to it. The service's internal instructions help you fill out the application. In the customer service, you can submit an application, respond to supplemental requests regarding the application, complete your application, and receive decisions regarding your case.

An authorized person can submit an application in the transaction service. Persons who have an existing authority to handle matters or a right based on register information can act on behalf of the organization without a separate authorization. The transaction service checks the person's transaction right when logging in.

The power of attorney used for support is called applying for Salary support.

In addition to authorization, the use of the transaction service requires corporate customers to have a Y ID.
