Deviation and planning need applications that can be seen

Deviation

Under certain conditions, the municipality can grant an exception to the construction regulations, orders, prohibitions and other restrictions. (MRL § 171-174)

The deviation must not, however, cause harm to planning, the implementation of the plan or other organization of the use of the areas, make it difficult to achieve the goals of nature conservation, and make it difficult to achieve the goals of protecting the built environment. An exception may not be granted if it leads to significant construction or otherwise causes significant adverse environmental or other effects. 
A special reason is always needed for deviation.

The main rule is construction according to the plan. Deviation is an exception that requires justification, consultation with neighbors and e.g. the applicant's assessment of the project's effects.

Design needs solution

A planning need area refers to an area outside the site plan area where, due to dense construction that has already taken place or other conditions in the area, it is necessary to take special measures, such as the construction of roads, water pipes or sewers or the organization of free areas. In addition, due to the significance of its environmental effects, the construction may require more extensive consideration than the usual building permit procedure. (MRL § 16, § 137)

The planning needs solution is made from the perspective of community development, environmental values ​​and future land use. The construction must not cause harm to the zoning or other organization of the use of the areas, nor cause harmful community development. The construction must be suitable for the landscape and it must not make it difficult to preserve the special values ​​of the natural and cultural environment or to secure recreational needs. 

A planning needs decision is not required for the construction of an outbuilding belonging to an existing apartment or farm, or for the repair or minor expansion of an existing residential building.
