Disclosure of commitments

On the basis of Section 410 of the Municipal Act (2015/84), certain trustees and office holders of the municipality must make a declaration of affiliation regarding their management duties and their duties of trust in companies and other entities engaged in business activities, their significant wealth and other affiliations that may be relevant in the performance of their duties of trust and official duties.

The obligation to report affiliations applies to the members of the municipal government and the institution performing the tasks referred to in the Land Use and Construction Act (132/1999), the chairman and vice-chairmen of the council and the board, the mayor, the mayor and the deputy mayor, and the presenter of the municipal board and the board.

The announcement must be made within two months after the person has been selected for the position. The person must also report any changes in affiliations without delay.

The commitment notification is submitted to the inspection board, which supervises compliance with the notification obligation and brings the notifications to the council's attention.

Persons subject to notification

The circle of trustees and office holders who are obliged to report is based on the one hand on the aforementioned provision of the Municipal Act and on the other hand on the duties of institutions and office holders prescribed in the administrative regulations of the city of Äänekoski.

Office holders who are required to report are the presenters of the city government and boards, i.e. the following:

City manager (presenter of the city council)
Technical director (presenter of the Urban Planning Board)
Director of Culture and Sports (presenter of the Culture and Sports Board)
Director of Education and Training (presenter of the Board of Education and Training)
Employment regional director (presenter of the employment regional board)
Environmental manager (presenter of the environmental board)

Trustees subject to notification are the following:

The chairman and vice-chairmen of the council
Members and deputies of the City Council
Members and alternate members of the Environmental Board
The chairmen and vice-chairmen of the Urban Planning Board, the Central Election Board, the Culture and Sports Board, the Education and Training Board, the Audit Board and the Employment Area Board

Published affiliation information

According to Section 84 of the Municipal Act, the municipality must keep a register of affiliations in a public information network, unless the provisions on confidentiality dictate otherwise. At the end of a position of trust or a task that falls within the scope of the reporting obligation, the information about the person must be deleted from the register and the information network.
