General principles of organizing student transport

School transport primarily uses existing public transport. The public transport schedule is supplemented by transport purchased by the city, which are routes driven by bus or taxi.

The transportation routes of the transportation purchased by the city (taxi or bus) are planned for one school year at a time. In connection with decision-making and the planning of student transport, the trip to school, the time it takes, safety and the route are evaluated by using map programs and getting to know the conditions on site. 

Routes and schedules may change in the middle of the school year due to students moving, work schedules changing or other reasons. Seat belts and a legal alcohol lock are required for cars purchased by the city. In turn-by-turn traffic, the legislation does not yet require an alcohol lock. Likewise, seat belts are not required by law in all shuttle buses.

Student transport trips

The city organizes student transportation only to the address entered in the population register.

Preschooler and 1st-2nd year of basic education. a class pupil is entitled to free pupil transport when the shortest walking route to the pre-school or neighborhood school designated by the city is 3 km or longer.

If the child's pre-school education is organized in a daycare center where he also uses day care services, transportation can only be granted for the days when the student comes directly to pre-school or goes home directly from pre-school.

If preschool education is organized in a different place than daycare, the city is obliged to arrange transportation between the preschool and daycare.

Grades 3-9 of basic education. a class pupil is entitled to free pupil transport when the pupil's journey to school by the shortest walking route to the nearest school indicated by the city is 5 km or longer.

Other pupil transportation grounds

The pupil has the right to pre-school and pupil transport also in the event that the trip to school becomes too difficult, burdensome or dangerous, taking into account the pupil's age and circumstances. Arranging transportation based on the difficulty or strain of the school trip requires an expert's opinion.

The student can also be granted the right to free student transportation based on health reasons. Even in this case, an expert opinion must be submitted.
