Amendments to the Water Supply Act and Land Construction Act (2014) have changed the invoicing practice. The change promotes the planned development of stormwater management, which ensures a healthy and safe living environment. The municipality is responsible for organizing stormwater management in the site plan area. The municipality also has the right to collect an annual fee from the owners or occupiers of the properties to cover the costs incurred by the municipality for the storm water system. (MRL § 103 i and n).
The city government decided to introduce the stormwater fee from the beginning of 2017. According to the city council's decision, there will be a stormwater fee for all properties built in the site plan area, regardless of whether the property is connected to the stormwater drainage system.
For the municipality, the stormwater management of the site plan area causes the most costs, but also provides a service to the residents of the urban areas in the form of stormwater management of public streets and parks. The stormwater fee is a flat fee that is collected annually, which is determined by building type and taking into account the size of the plot.
The stormwater fee bill is addressed to the person who, according to the city's information, was the owner of the property on January 1.1. in the year of determination of payment. The storm water fee is a payment under public law and directly enforceable. If you think that the stormwater fee for your property has been incorrectly defined, you can make a payment reminder by email: hulevedet@aanekoski.fi or by letter: Äänekoski kaupunki, Hulevedet, Hallintokatu 4, 44100 Äänekoski. The reminder should state how you think the payment should be corrected and on what basis. As a result of the reminder, the technical board of the city of Äänekoski makes a written decision.

The stormwater fees according to the payment principles according to the minutes of the Technical Board (15.8.2019 August 78 § 1) are determined based on the purpose of use of the building and the surface area of the property. The attached table shows the effect of surface area on the property coefficient K of the storm water charge. The basic coefficient of the property coefficient is 2 for small houses, 4 for semi-detached houses, 50 for terraced and multi-storey buildings and commercial and industrial properties. The coefficient K is used to multiply the basic storm water charge (X), which is XNUMX euros. In commercial and industrial properties, the surface area affects the payment more than other properties, due to the quantitative and qualitative characteristics of stormwater.
