YEL certificate and entrepreneur's pension insurance
According to the guidelines of the municipalities' pension insurance, pension security must accrue from all work done. If the city buys services from an independent entrepreneur (business name, private person), the city must find out the entrepreneur's pension insurance and ask the entrepreneur to submit a certificate of the entrepreneur's pension insurance (YEL certificate) or the agricultural entrepreneur's pension insurance (MYEL certificate).
If the entrepreneurial activity is small (work income limit set annually by the pension institution), the person is not obliged to take out YEL insurance and the work is covered by the Public Sector Pension System (JuEL). If the self-employed person does not have pension insurance, the city must pay a JuEL pension fee for the invoiced work or service. In this case, the invoice sent by the entrepreneur to the city is paid in accordance with the principles of salary payment. For this, the entrepreneur must submit the tax card either as an attachment to the invoice or as an e-mail attachment to the address ostolaskut@aanekoski.fi.
A retired entrepreneur submits a certificate of retirement. A retired person is covered by JuEL until the end of the month in which they reach the age of 68, and thus the city is obliged to pay employee and employer contributions to KEVA if there is no YEL certificate.
YEL certificate, notification of missing self-employed pension insurance or certificate of retirement is sent with the first invoicing and annually thereafter.
The YEL certificate is primarily delivered by e-mail to the address ostolaskut@aanekoski.fi
