Administrative rule
The administrative regulations of the city of Äänekoski stipulate the division of authority between the city's institutions and office holders.
The administrative regulation is decided by the council, which last changed the administrative regulation with its decision on June 10.6.2024, 17.6.2024. The changes mainly came into effect starting on June XNUMX, XNUMX.
The administrative rule also contains regulations on the basis of financial benefits for trustees.

The city government decides on the principles and instructions regarding the birthday and other gifts offered to the city's trustees. The city council approved the current guideline on December 4.12.2017, XNUMX.

Procurement instructions
The procurement guidelines are followed in the procurement of the city and, where applicable, its subsidiary communities.
The procurement instructions contain general procurement instructions for purchasing goods and services as well as for construction contracts and similar procurements.

Communication and social media guidelines

Fees for documents and providing information
According to the administrative rule, a per-page fee is charged for a minute extract, copy or other printout. The city government decides in more detail on the basis and euro amounts of the fees charged for the issuance of documents.

Group instruction
The group guideline ensures the realization of the ownership policies and operational and financial goals set for the subsidiaries. In addition, it stipulates the organization of guidance, monitoring, reporting and supervision of subsidiaries.

The city's ownership policy includes e.g. opinions on what the city expects from its subsidiary communities. The council last changed the ownership policy document on November 9.11.2020, XNUMX.

Eva procedure
On February 11.2.2019, 6.9.2021, the City Council decided that the pre-assessment procedure for the effects of decisions (eva procedure) will be introduced in the town of Äänekoski. At the same time, the city government decided that the separate business impact assessment procedure will be abolished. Note! Since then, with its decision of XNUMX September XNUMX, the city government has reinstated the business impact assessment.
Contingency planning
According to § 1552 of the Emergency Act (2011/12), e.g. the municipalities must ensure that their tasks are carried out as well as possible even in exceptional circumstances by preparing contingency plans and operations in exceptional circumstances in advance, as well as by other measures.
The preparedness plan of the city of Äänekoski comprises, firstly, the general part of the preparedness plan for the entire city and city management, and secondly, the preparedness plans of the city's various industries and units. In addition to this, property- and function-specific rescue and safety plans and other similar documents can be attached to the whole.
On March 23.3.2020, XNUMX, the City Council approved the general part of the currently valid contingency plan.
Flagging plan
The flagging plan approved by the City Council defines the flagging practices of the town hall and other properties controlled by the city and aims to develop a culture of flagging. The city government last changed the plan with its decision on November 6.11.2023, XNUMX.

The youth council's sponsor system
By decision of the City Council, a youth council sponsor system has been established in the city of Äänekoski. The representatives chosen by the council groups act as godparents. The city government decided on the operating model for the guardianship system on 20.2.2023 February XNUMX.
