A maximum of 14 power plant units are planned for the Kiussuo planning area. Tentatively, 11 of the power plants will be located in Äänekoski city and 3 in Laukaa municipality. The plan demarcation, placement of power plants and the total number of power plants are refined during the plan process, taking into account the reports of the planning and environmental impact assessment (EIA) process, official statements, opinions and stakeholder discussions.

The area of ​​the planning project, initial information and goals 

Eolus Finland Oy is planning a unified wind power project for the area of ​​Äänekoski city and Laukaa municipality. Eolus Finland Oy has established a 100% owned separate project company Kiuassuon Energia Oy (Y-ID 3359601-5) for the project, which is based in Äänekoski.

The Kiuassuo wind power project area is located approximately 2,4 km east of the Suolahti agglomeration and approximately 10 km northwest of the Äänekoski agglomeration. The area of ​​the project area is approximately 1 ha. The project area is formed in such a way that the power plants are located at a distance of 700 km from the settlement. The land area according to the preliminary demarcation is entirely privately owned. Finsilva Oyj and UPM have signed a land lease agreement with the project company. 

Eolus Finland Oy's zoning initiative has presented a preliminary demarcation of the planning area. In the project area, the entirety of 14 power plants, the possibility of installing solar electric fields and energy storage solutions are being studied. The statement of the Defense Forces advocates power plants with a maximum height of 300 meters and a rotor diameter of 175 meters. The nominal power of one power plant is a maximum of 10 MW. The nominal power of the entire project is presented as approximately 118 MW, including solar power and battery storage. The estimated electricity output of the production area is approximately 309 GWh per year. During the planning process, the technology can develop and the height of the power plants as well as the diameter of the rotor can be specified in the planning solution. 

Eolus Finland Oy has started research on the suitability of Kiuassuo as a wind power production area. 14 wind turbines are initially planned for the project area, of which 11 will be located in the city of Äänekoski and three (3) in Laukaa municipality. Along with the zoning, a statutory environmental impact assessment procedure (EIA) will be drawn up for the area. The results of the EIA report and the views of landowners and other stakeholders are taken into account in the plan design. The applicant aims to implement the project in cooperation with landowners, the city and other authorities while respecting local conditions. The delimitation of the planning area, the placement of wind turbines and other structures in the wind power production area will be specified during the preparation of the partial master plan and the EIA process.

The goal of preparing the wind power partial master plan is that the partial master plan is prepared as a legally binding general plan in accordance with MRL § 77a, in which case the master plan can be used directly as a basis for a building permit. According to the Land Use and Building Act, questions regarding the content of the plan are resolved in the partial master plan procedure. The estimated construction date of the project is presented as 2029.

EIA procedure

The Äänekoski Kiuassuo wind power project requires the application of the evaluation procedure according to the EIA Act due to the scope of the project. In the EIA procedure, the environmental effects caused by the activity are assessed and citizens' access to information and opportunities to participate in planning are increased. Decisions regarding the project are not made in the EIA procedure, but the procedure produces information as a basis for decision-making. EIA program

The first stage of the environmental impact assessment procedure is the EIA program stage. The EIA program is the result of this phase. The EIA program explains the project's basic information and impact area, presents the implementation options, delimits the issues to be evaluated and evaluates the project's schedule. The environmental effects of the project will be determined in the EIA reporting phase after the EIA program phase.
