On 23.5.2022 May XNUMX, the Äänekoski City Council approved the city's new procurement guidelines.
The new procurement instruction replaces the previous instruction drawn up in 2017 and will enter into force on July 1.7.2022, XNUMX. The updated procurement guidelines take into account the changes in procurement legislation and, in accordance with Äänekoski's new city strategy, transparency and responsibility.
- In connection with the update of the procurement instructions, goals and operational models regarding the consideration of responsibility have been included in the instructions. The guidelines take into account both social, such as employment-related, and environmental responsibility. In particular, environmental issues are now taken into account in a completely new way, procurement expert Henriikka Mäkelä describes.
There have also been changes to the euro-denominated tendering threshold values that the city follows.
- The law determines certain threshold values for tendering, but the city of Äänekoski's own guidelines are stricter than the law. The tendering threshold values according to the procurement guidelines have changed, for example, in construction contracts and social and health service procurements, where the tendering limit has been raised from before. The thresholds for procurement of goods and services are unchanged, says Mäkelä.
The city's own procurement guidelines are a voluntary tool for municipalities to guide and develop procurement activities. Although the preparation of procurement instructions is voluntary, the approved instructions are binding and every employee of the city of Äänekoski must follow them.
By updating the instructions, the city of Äänekoski also aims to increase and facilitate the opportunities for companies to participate in tenders. The Board of Äänekoski Entrepreneurs was asked for comments on the update of the procurement instructions during the preparation phase, which were taken into account when preparing the instructions.
