The agenda includes, among other things, deciding on ticket prices for new payment zones in the public transport area. In addition, the board decides for Äänekoski and Hankasalmi on June 3.6. preliminary timetables and routes for summer traffic starting in 2024.
Ticket pricing
The revision of the prices of public transport season ticket products from June 3.6.2024, 1.2.2024 is proposed to the Public Transport Board. Other ticket products (value tickets, one-time tickets, day tickets, contactless payment tickets, mobile tickets) are determined according to the pricing of the first three payment zones of the current pricing, which entered into force on February 4.4, XNUMX. In the preparation of the pricing model, the Public Transport Board's XNUMX has been taken into account. the advice given in the evening school and the views and opinions of the Jyväskylä urban area's public transport working group consisting of the officials of the cooperative municipalities.
In the regional authority area of Jyväskylä, we will move when summer traffic starts on June 3.6. to the new zone model with three payment zones instead of the previous four. The new zone model clarifies the system in a more user-friendly and easy-to-adopt direction. In the new zone model, the municipalities are generally placed in one zone, with the exception of Jyväskylä, whose territory will continue to have three zones.
Two pricing options are brought to the board for evaluation, of which option 2 includes three more different pricing models (A, B, C). The proposal is to decide on a combination of options 1 and 2C as the pricing model, so that the pricing of one- and two-zone travel tickets is based on the pricing according to option 2C. On the other hand, the pricing of the ticket products covering the entire region, in three zones, would be in accordance with option 1. The pricing of other ticket products (value, mobile, contactless payment and one-time tickets) would remain in accordance with the pricing of the first three zones of the price list introduced on February 1.2.2024, XNUMX. From the customers' point of view, the customer prices for Hankasalmi, Petäjävesi and Äänekoski in the three-zone ticket will substantially decrease from the current price level of travel. There would be a clear increase in ticket prices for customers traveling from the direction of Toivakka compared to the current level, but still the ticket pricing for e.g. passengers traveling between Toivakka and Jyväskylä can be considered affordable. Until now, the municipality of Toivaka has been located in Link's current C payment zone. The new zone model is challenging from Toivaka's point of view, because the municipality will continue to be located in the C zone, but the customer pricing of season ticket products will clearly increase compared to before. For example, the price of an adult's 30-day season ticket would increase by up to 12 euros at most.
Customer pricing must also take into account ELY's usage license agreement and market-based traffic coming from outside the Linkki area. Jyväskylä's regional authority has entered into toll compensation agreements with operators outside of Linkki and pays them toll allowances for journeys made with Link's Waltti products. The compensation billed for the trip is based on Walt's zone-specific prices, so the pricing is also important for the preservation of this transport offer. In multi-zone ticket pricing, a higher customer price means a higher per-trip increase compensation for the operator running traffic based on the right-of-use agreement (KOS) and market conditions (ME). Based on this fact alone, the increase compensation calculated according to the pricing model of option 1 would be better than the other options.
Hankasalmi and Äänekoski Linkki summer timetables and routes June 3.6–August 7.8.2024, XNUMX
Preliminary timetables for summer 2024 Linkki service to Hankasalmi and Äänekoski are presented to the Public Transport Board for approval. From the beginning of 2024, the Jyväskylä region's public transport or Link's area of jurisdiction has expanded from the Jyväskylä–Laukaa–Muurame region to Hankasalmi, Petäjävede, Toivakka and Äänekoski in accordance with MAL agreements. The responsibility for organizing traffic was transferred to the regional authority of Jyväskylä, and the traffic was tendered from the beginning of 2024. The tenders for both sites were won by Koivisto Auto Jyväskylä, which will start operating the sites when the summer driving season starts on June 3.6.2024, XNUMX. The service contract, which starts in June, is for three years and includes a one-year option.
In principle, there are no changes to the traffic supply, and in the summer of 2024 it is planned to operate mainly as in the previous summer. Due to the weakened economic situation of the municipalities, there are no plans to increase traffic in Hankasalmi and Äänekoski for the coming summer, nor for this information for the winter season 2024–25. In other new municipalities of the area of jurisdiction, the change of area of jurisdiction does not affect the organization of public transport. The Jyväskylä region's Linkki service has been running to Toivakka for several years now, the schedules of which have been decided in conjunction with the Linkki local service schedules. Currently, traffic in the direction of Petäjävesi operates according to market conditions, where the operators themselves decide on the routes, shifts and schedules. The effects of the change in jurisdiction are most significant in traffic in the directions of Hankasalmi and Äänekoski.
