The State Council approved the Northern Central Finland employment area, with the city of Äänekoski as the responsible municipality. The employment area of Northern Central Finland also includes Hankasalmi, Kannonkoski, Karstula, Kinnula, Kivijärvi, Konnevesi, Kyyjärvi, Laukaa, Pihtipudas, Saarijärvi, Uurainen and Viitasaari.
- The goal of the reform is for employment services to be closer to municipal residents and employers in the future, project director of employment area preparation Riikka Hytönen says.
In good cooperation
The preparation of the Northern Central Finland employment area has been done since 2022 in close cooperation with 13 municipalities. During this year, Äänekoski is preparing for the start of the employment area at the beginning of next year 2025.
Riikka Hytönen, the employment manager of the city of Äänekoski, was chosen as the temporary project manager for the preparation period from 15.1 January to 31.8.2024 August 2024. Works as project coordinators for employment area preparation until the end of XNUMX Merja Sihvonen ja Anja Rein.
More personnel will possibly be recruited for the preparation during the end of 2024.
Preparation requires a lot of work
The transfer of TE services to municipalities is a significant, new statutory task.
Preparations are currently being made, e.g. In terms of personnel, facilities, procurement, information system issues and communication moving from the TE office to the municipalities.
Personnel from TE offices to be abolished will be transferred to employment areas. Approximately 60 person-years of personnel from Central Finland's TE office, ELY center and KEHA center will be transferred to the service of the city of Äänekoski. Most of the transferred personnel will work at Äänekoski town hall and some in other municipalities of the employment area.
According to a preliminary calculation, 819 euros will be received from the ministry for the preparation of the Northern Central Finland employment area and for the reimbursement of change costs to the municipalities. The preparation money covers the costs related to the preparation and also acquires e.g. premises, work equipment and software for the personnel being transferred.
More effective job placement and vitality
The Northern Central Finland employment area will start from the beginning of 2025. Then, jobseeker and employer customers will receive services from the Northern Central Finland employment area.
- The goal is to make job placement even more efficient. We want to create the conditions for employers and employees to meet, and thereby get skilled labor for companies and increase the area's vitality, says Riikka Hytönen.
- However, we do not forget job seekers in a weaker position, but will continue to offer them training and various services that support employment, says project coordinator Merja Sihvonen.
Local service
There are currently around 4 employers and 500 job seekers in the Northern Central Finland employment area, of which around 7 are unemployed job seekers.
- They are all customers of the employment area and we serve them all, says Riikka Hytönen.
The service is offered to customers as a genuine local service face to face in their own municipality with an appointment. In addition, municipalities will organize local events related to job placement and training.
Companies will also receive their services related to recruitment and company growth from the municipal employment area from the beginning of 2025. The employment area is also responsible for statutory integration and employment services for immigrants who are job seekers.
- For jobseekers and business customers, the services will be found on their own municipality's website and on the Työmarkkinatori website. We will inform regularly about the current news of the preparation, says project coordinator Anja Rein.
