The best evaluation reports of 2023 were chosen - Äänekoski is already the winner of its series for the second time!
For the second year in a row, the evaluation report of the city of Äänekoski won the national Evaluation Report of the Year competition in its series.
- The year of the Äänekoski inspection board has again been innovative, active and full of work. Our work is getting national attention again, which I am proud of as chairman, chairman of the inspection board Leila Lindell says.
In the Evaluation Report of the Year competition organized by KPMG, the best evaluation reports were selected again. The competition is aimed at inspection boards of municipalities, municipal associations and welfare areas. The goal is to develop evaluation activities and the quality of evaluation reports.
In the justifications, it is stated that, overall, Äänekoski's evaluation report communicates a very high-quality sample of work. Efforts have been made to improve the readability of the report, and the text of the Äänekoski evaluation report was folded into a visually clear form, as in the previous year. The inspection board has also listened to the young people's valuable views on the city's joint decision-making, because Äänekoski is also a city of young people.
Win with good cooperation
- Along with the evaluation work, the board has wanted during the council term to develop the city's inspection work in the direction in which we can help the city develop and develop its management system and reach the goals of its city strategy, says Leila Lindell.
In its report, the audit committee highlights positive findings, issues to be developed, and possible risks.
- There have been many successes and things where the city has done well. We are part of the Ministry of Finance's open administration working group and we received e.g. Early childhood education board of the year, environmental inspector of the year and entrepreneurship education of the year awards. The previous evaluation report was also rewarded, Lindell lists.
The selection criteria states that Äänekoski's evaluation report is focused on entities important to the audit board's task, and the weightings are carefully weighed and indicate a good analytical approach. Material sources have also been utilized in a variety of ways.
The review of operational risks is also well integrated into the content of the evaluation report. The evaluation conclusions made by the inspection board are based on the observations made and the material sources behind them. Readability has been invested in and complex concepts have been opened up, which improves the experience of the reader of the narrative.
- Involving the youth council more strongly in the activities of the inspection board was also an important matter. The fresh views of young people delight and bring new energy. As one development proposal, the audit committee proposed that the youth council be utilized more in the preparation of decision-making.
- According to the inspection board, what needs to be improved is the communication, transparency and common goals between the city, the corporate group and the council. The metrics of the strategy must be very clear and the annual goals realistic. Goals bring rats, and metrics should truly guide operations, says Lindell.
As the biggest risk in the evaluation report, we mentioned financial management and how the municipal organization changes flexibly to today's needs. Foundations' guarantees are also seen as a risk and, according to the audit committee, group supervision should be extended to them as well.
- The risk is generally global world development. When the state contributions drop, it would be important that tax revenues do not decrease. For this reason, it is necessary to continue the measures to balance the economy.
Bullying at school has also been seen as a problem, and it was also brought up by the youth council. These must be addressed in more detail in the 2024 evaluation report.
