Äänekoski joins the work of the Ministry of Finance's open administration
- We get from Äänekoski to observe how the country's best organizations promote open governance in their operations. The fact that we get to participate in the work is also a great recognition of our meritorious strategic work, and the Ministry of Finance sees that we can also have something to say on the subject, Director of Administration Aleksi Heikkilä toteaa.
Heikkilä was elected as the representative of the city of Äänekoski to the Ministry of Finance's open administration working group, which was established to promote open administration and spread good practices. The task of the working group is to implement it in practice the national action program for open administration 2023-2027.
- The city of Äänekoski wants to invest in openness and accessibility, but we are by no means ready or perfect. We want to purposefully develop the city's operations in an even more open and accessible direction. We want to hear, discuss and involve our residents whenever possible, says Heikkilä.
The working group includes representation from three important municipalities (the city of Helsinki, the city of Oulu and the city of Äänekoski) and one welfare region (the welfare region of Eastern Uusimaa). In addition, many large national organizations, authorities and representatives of other ministries have been invited to the working group. Heikkilä's deputy member in the working group is the communication planner of the city of Äänekoski Suvi Kallioinen. The term of office of the working group is 1.11.2023 November 30.9.2027-XNUMX September XNUMX.
Good learning and influences
Open administration is a central asset of Finnish society. Openness requires transparency, ethics, accountability and access to information from the administration. Transparency enables citizens to participate in decision-making and supports the development of democracy to better meet people's needs. Participation and opportunities for influence are the basis of a democratic society.
According to the national action program, the areas of open administration are publicity, trust, communication, open data, comprehensibility, participation, open operation and administration as an enabler. The goal is to build citizens' trust, security and faith in the future. In order to reach the goal, dialogue must be strengthened, comprehensibility and inclusion promoted.
- Äänekoski complies with the Publicity Act and operating methods in accordance with the principle of publicity. For example, we respond to requests for information within the deadline and the meeting materials are available for viewing and there is an opportunity to ask questions and discuss them. However, in accordance with our strategy, Äänekoski wants to strive for openness and accessibility even more widely, says Heikkilä.
Open administration is promoted through concrete measures.
- Through the working group, we will certainly get something from these good practices for us in Äänekoski. I expect that we will get good ideas and influences for the city of Äänekoski, but why not also for other actors from Äänekoski to utilize.
In accordance with the open administration recommendation of the national OECD (Organization for Economic Co-operation and Development), open administration work is carried out throughout the public sector in all areas and levels of administration.
- At the invitation of the Ministry of Finance, we were able to present the Äänekoski phenomenon, an urban strategy based on open governance and participation, to the people of the OECD. The Äänekoski phenomenon aroused interest and we received good feedback, says Heikkilä.
